Police again warn of high-risk offender’s release

Police are warning the public about a high-risk offender who was released from jail and is expected to live in Winnipeg.

Marcel Hank Charlette, 52, is considered a high risk to reoffend in a violent or sexual manner against men, women and children, the Manitoba integrated high-risk sex offender unit said in a news release Tuesday. He has completed some sexual offender treatment in the past, the joint Winnipeg Police Service and RCMP unit said.

Charlette was serving time at the Headingley Correctional Centre for failing to comply with conditions of a release order. He is subject to a curfew, with limited exceptions.

Charlette — also known as Hank Marcel Caribou, Hank Charlette, Peewee and Bald Eagle — has a lengthy criminal record. It includes a 1991 manslaughter conviction for the death of a two-year-old, aggravated assault, assault causing bodily harm, assault, uttering threats, carrying a concealed weapon and breaching court orders.

“This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Mr. Charlette will not be tolerated,” the release said.

Previous public notifications were made regarding Charlette in November 2023, September 2021, and July and January 2020.
