Maxim Dale Garneau, 27, was arrested in the city at about 8:20 p.m. Thursday, the Winnipeg Police Service said Monday. Officers found a loaded rifle concealed in his backpack, the WPS said.

He has been charged with two counts of second-degree murder and single counts of possession of a weapon, possession of a firearm knowing its possession is unauthorized, tampering with the serial number of a firearm, possession of a firearm contrary to a probation order and possession of a loaded prohibited or restricted firearm. He was detained in custody.

Police asked for the public’s help in finding Garneau on March 28 in connection with the second homicide. The WPS warned people not to contact Garneau, who was “considered dangerous.”

Edgar Allan Bear, 56, was found dead at 1246 Selkirk Ave. at about 4:40 p.m. on March 18. Bear, a member of Peguis First Nation, was living in Winnipeg.

On April 4, the WPS announced Garneau was also wanted for second-degree murder in the fatal shooting of Daniel Raymond Garvey-Rodriquez, 25, last year.

Police were sent to the 200 block of College Avenue at about 6:45 p.m. on Sept. 10 and found a man suffering from a gunshot wound. He was taken to hospital in critical condition and died from his injuries.

The WPS publicly identified Garvey-Rodriquez the next day. Police released two security images of a male on a bicycle they called a person of interest in the case on March 20.
