At last, some good news on homelessness

There is no shortage of reasons to be frustrated about homelessness in Winnipeg. But the latest numbers provide something that has been increasingly difficult to find — evidence that at least some things are getting better.

Dangerous offender status sought for convicted killer

Crown prosecutors intend to apply to have a convicted killer, who also admitted his guilt in an assault on a stranger at The Forks and a robbery at a local beer vendor, designated as a dangerous offender.

Daniel Christopher Dumas, who is in his mid-30s, pleaded guilty to assault causing bodily harm and robbery in front of provincial court Judge Donovan Dvorak on Monday for the attacks on June 6 and 7, 2025. He will be sentenced at a later date.

Prosecutor Monique Cam said the Crown plans to apply for a dangerous offender designation for Dumas, which, if granted, could result in him being given an indefinite prison sentence.

“The Crown does intend to make an application at a future date … for a remand for assessment to have Mr. Dumas assessed by a court-ordered assessor for the purpose of pursuing a dangerous offender application,” Cam said.

Foreign workers at Manitoba hotel are owed $138K in unpaid wages and fees, labour board rules

BRANDON — The Manitoba Labour Board has ordered the Western Star All Suites Hotel to pay nearly $138,000 in unpaid wages and administrative fees after it dismissed the appeals involving three foreign workers employed by the company.

In a decision dated Aug. 25, the board ordered 6692452 Manitoba Ltd. (doing business as Western Star All Suites Hotel), 1638185 Alberta Ltd. and company director P.X. to pay a total of $137,915.79 to the Employment Standards Branch for wages owed to foreign workers S.J., J.B. and G.R.

The decision was edited to protect the personal information of the employees, who worked at a hotel, reportedly in Melita, at different times and also lived there during their employment.

The board stated the employees were owed wages after hearing evidence about long working hours, irregular payments, inadequate employment records and working conditions.

VICTORIA BEACH — They’re not carved into stone tablets — they’re reminders and not commandments, after all — but behind one of the display cases at Village Green Bakery is a laminated sheet of letter-size paper with a list of statements outlining how owner Jen Leslie wants staffers to approach their work.

Fittingly, there’s a baker’s dozen of them.

One is aimed specifically at a stoic teen who’s worked at the bakery since it opened in summer 2022 — “Smile, Brody,” it says — while the other 12 are meant for all 17 employees at the seasonal business, which is open annually from May long weekend until Thanksgiving.

“Smile and enjoy the ride,” is the first reminder, followed by, “The summer is short, so make it a good one,” “always take the high road” and “you are awesome.”

Dynacare strike could lead to lab test logjam

DOCTORS and health-care advocates are raising concerns about patient care if a Sept. 8 strike goes ahead at the private company that provides nearly all medical lab services in Manitoba.

There is no essential services agreement in place with Dynacare, so if its lab techs are off the job, patients who need blood tests and urinalysis will be directed to hospitals and public clinics for those services.

“There’s only so many of those workers and I’m sure that the public folks are bracing for big crunch of additional patients if the strike really goes ahead,” Noah Schulz of the Manitoba Health Coalition said Monday.

Dynacare serves 1.2 million Manitoba patients a year at 23 community lab locations.
