City police have charged a third person with first-degree murder in connection with the killing of a man in December 2023.

Brooklyn Elijah Hiebert, 20, was dead when officers arrived on the 200 block of Flora Avenue at about 3 p.m. on Dec. 30 of that year. Hiebert was assaulted on the 200 block of Selkirk Avenue before his body was abandoned on Flora, police said previously.

Hazel Flett, 37, was arrested Wednesday, the Winnipeg Police Service said Friday. She had convictions in 2020 for theft and failing to appear in court and received a fine.

Victoria Lee Andrews was arrested at the Women’s Corrections Centre in Headingley on Oct. 15 and detained in custody. She was 26 at the time.

Christopher Kyle Wattman was arrested July 7 on the 900 block of Aberdeen Avenue. He was 36 at the time.

All three people were charged with first-degree murder and detained in custody.

“All three accused and the deceased were believed to be acquaintances,” the WPS said in a news release.

At the time of her arrest, Andrews was before the court on charges of possession of stolen property, impaired driving, drug possession and failing to attend court. Her lone conviction appears to be for drug possession in 2022, for which she was fined $200.

Wattman was arrested early on Dec. 15, 2023, as part of a large-scale investigation into thefts from commercial properties across the city and the Rural Municipality of Headingley.

Police said an estimated $1.2 million in property was stolen and about $582,000 worth of property was seized. Police identified four men believed to be involved in about 30 incidents.

Patrolling officers saw one of the four walking a stolen motorcycle on the sidewalk on the 700 block of Selkirk Avenue and arrested him after a brief foot chase.

The WPS said officers seized about 2.5 grams of methamphetamine, 80 gabapentin prescription pills and 88 citalopram prescription pills from the man.

Wattman was charged with resisting a peace officer and three counts of possession of a scheduled substance, and was arrested on a warrant for theft under $5,000, flight from a peace officer, dangerous driving and eight counts of breaking and entering.

He was released on bail a few days after this arrest, on Dec. 18.

Wattman was rearrested on Jan. 16, 2024, for allegedly breaching his bail and released again later that month, on Jan. 29, before being arrested in July for the slaying.
