Sustained scabies outbreak frustrates families of PCH residents

A months-long outbreak of scabies at a Selkirk personal care home has families upset and the local MLA urging health officials to do more to eradicate the problem.

Tudor House has confirmed it is battling an ongoing outbreak of scabies, which was first declared on Sept. 12.

Dave Ramsay says his 85-year-old father, Neil, moved into the 76-bed facility the day before the outbreak was declared. His dad, who suffers from dementia and is unable to stand or walk independently, contracted scabies several days later.

He has been in and out of isolation since, and was reinfected with the skin infestation in mid-December. His roommate has also been infected multiple times.

‘We need to act,’ health minister says as Canada seeks feedback on men’s health

OTTAWA - Canada needs to take action to improve the health of men and boys, Health Minister Marjorie Michel said Monday as she launched an online consultation to inform a national strategy.

Michel made the announcement in Ottawa with MPs from other parties in attendance. She said the government's approach to the issue must be non-partisan and the solutions will require co-operation among governments and community organizations.

The federal government is seeking feedback from people across the country through an online consultation that will run from March 2 to June 1.

"We invite everyone, and especially men, to participate in this important conversation," she said.

Manitoba urges court to throw out First Nation’s moose-hunt lawsuit

The Manitoba government is arguing a northern First Nation’s lawsuit over moose hunting on its traditional territory should be tossed out of court.

Misipawistik Cree Nation filed its statement of claim in the Court of King’s Bench in September, arguing licensed moose hunting on its traditional lands northwest of Lake Winnipeg infringes on the community’s treaty rights to hunt moose for food amid dwindling populations of the big game animal.

But in a recently filed statement of defence, the province argues it has upheld its duties.

“Manitoba denies that there have been any unjustified infringements of Treaty No. 5, that it has failed to act honourably toward the plaintiff, or that any court intervention or other remedy is required,” reads the government court filing.

Family embraces challenges, rewards of launching a fruit orchard

Growing up on a farm near Boissevain taught Kelvin Hildebrandt many things. But becoming an orchardist has meant taking a comprehensive and strategic approach to acquiring a whole new set of skills.

In the process, Hildebrandt has consulted with local orchardists, including well-known growers like Betty Kehler and Bob Pizey who ran Plum Ridge Farm, a popular u-pick orchard located in the Interlake region near Teulon.

“They taught me a great deal,” says Hildebrandt.

Hildebrandt has also been influenced by Jean Spencer who owned a 150-tree apple orchard near Miami. “Jean was very welcoming and let me take care of her trees for a while,” he says.

Norway House files suit against Hydro, governments over Lake Winnipeg

Norway House Cree Nation is suing Manitoba Hydro and the provincial and federal governments over how the public utility manipulates the level of Lake Winnipeg.

It’s the latest litigation launched by a First Nation in relation to Hydro’s regulation of the outflow of the lake into the Nelson River, which it has done since the mid-1970s.

Norway House filed its claim in the Court of King’s Bench on Thursday. It alleges Hydro and the Manitoba government have misrepresented the severity and scope of the adverse effects to the community caused by the regulation operation and the construction of a channel from Lake Winnipeg to Playgreen Lake.

The community, which is about 460 kilometres north of Winnipeg, near the northern shore of Lake Winnipeg, hired engineering firm DHI Water and Environments Inc. to conduct a scientific assessment of the effects of the regulation project.

Galápagos park releases 158 juvenile hybrid tortoises on Floreana to restore the ecosystem

FLOREANA ISLAND, Ecuador (AP) — Nearly 150 years after the last giant tortoises were removed from Floreana Island in Ecuador’s Galápagos archipelago, the species made a comeback Friday, when dozens of juvenile hybrids were released to begin restoring the island’s depleted ecosystem.

The 158 newcomers, aged 8 to 13, have begun exploring the habitat they are destined to reshape over the coming years. Their release was perfectly timed with the arrival of the season’s first winter rains.

“They are large enough to be released and can defend themselves against introduced animals such as rats and cats,” said Fredy Villalba, director of the Galápagos National Park breeding center on Santa Cruz Island, noting that the best specimens with the strongest lineage were selected specifically for Floreana.

These released juvenile specimens, out of a total of 700 planned for Floreana, will be introduced gradually. According to Christian Sevilla, director of ecosystems of the Galapagos National Park, they carry between 40% and 80% of the genetic makeup of the Chelonoidis niger —a species that has been extinct for 150 years.

As politicians debate proposed legislation to detain adults in the throes of a meth psychosis for up to 72 hours, Manitoba’s children’s advocate wants to know how minors will be treated.

“When they talk about Bill 48 with respect to detaining intoxicated people for 72 hours or so, there is no youth-specific need addressed in that bill,” Sherry Gott said Wednesday.

The Protective Detention and Care of Intoxicated Persons Act would replace the Intoxicated Persons Detention Act, which allows for the 24-hour involuntary detention of people intoxicated by alcohol. It proposes 20 spaces for people to detox from the effects of drugs under medical supervision, but doesn’t say anything about youth.

The Manitoba Foster Parents Association echoed the advocate’s concern.

U of M research underscores importance of polar bears to future of Arctic

Polar bears are generous hunters whose leftovers feed many other animals, new research shows, casting the protected species as a major provider, not just a vulnerable predator in a province that attracts thousands of polar bear watchers every fall.

Arctic foxes, wolverines, eagles, hawks, gulls and even younger bears are among at least 11 species who feast on the prey left behind by polar bears. The latest study calculates the leftovers: 7.6 million kilograms per year in picked-over seal carcasses left on sea ice.

That’s a conservative estimate, said biologist and University of Manitoba PhD candidate Holly Gamblin, lead author of the study published Tuesday in the journal Oikos from the Nordic Ecological Society.

“A bunch of my co-authors are in that polar bear research world and have been thinking about investigating (this issue), knowing that it’s this really under-represented and under-studied component of the story, when we think about polar bears as apex predators,” said Gamblin, who has studied Arctic foxes. “They had had this idea for a while and I was just sort of in the right place at the right time.”

Prolonged drought stunts the renowned wild blueberry crop in the Maritimes

HALIFAX - This summer’s prolonged drought across Atlantic Canada has had a costly impact on wild blueberry growers in New Brunswick and Nova Scotia.

Donald Arseneault, general manager of the NB Blueberries industry group, says that as this year’s harvest was wrapping up, the total yield was believed to be 70 per cent less than the previous three-year average.

“This year has been tremendously dry and we haven't really seen this in a long time,” Arseneault said, adding that this year’s crop amounted to about 20 million pounds, down from the annual average of 68 million pounds.

The industry, which ships its product around the world, was also hurt by delays caused by the provincial government’s decision to temporarily shut down the harvest as it tried to deal with a growing number of wildfires that flared up amid tinder-dry conditions.

Commuter traffic stops for whales on Australia’s humpback highway

PORT STEPHENS, Australia (AP) — The ferry was late, but not because of the usual traffic. Sydney commuters watched from an idling boat this month as humpback whales the size of buses surfaced nearby, halting the vessel’s passage across the harbor. The curious mammals seemed to be watching them back.

In June and July, it’s not uncommon for whales to stop water traffic in Sydney. Winter heralds the opening of the so-called humpback highway, a migratory corridor along Australia's east coast used by about 40,000 of the massive creatures as they travel from feeding grounds in freezing Antarctica to tropical breeding areas off Queensland state.

“It’s blubber to blubber,” said Dr. Vanessa Pirotta, a wildlife scientist at Macquarie University in Sydney and author of the book “Humpback Highway.” During peak traffic periods the bustling coastal city of 5.5 million people becomes one of the world’s few urban centers where you might see a breaching whale on your morning walk, while buying a coffee, or waiting at a bus stop – anyplace you can see the ocean.

Olympic boxing champion Imane Khelif must undergo genetic sex screening to participate in upcoming events with the sport's new governing body.

World Boxing announced mandatory sex testing for all athletes Friday. The governing body specifically mentioned Khelif when announcing the policy, saying the Algerian gold medal winner must be screened before she will be approved to fight at any upcoming events, including the Eindhoven Box Cup next month in the Netherlands.

“The introduction of mandatory testing will be part of a new policy on ‘Sex, Age and Weight’ to ensure the safety of all participants and deliver a competitive level playing field for men and women,” World Boxing wrote in a statement. The fighters' national federations will be responsible for administering the tests and providing the results to World Boxing.

Khelif won a gold medal at the Paris Olympics last summer amid international scrutiny on her and Taiwan's Lin Yu-ting, another gold medal winner. The previous governing body for Olympic boxing, the Russian-dominated International Boxing Association, disqualified both fighters from its 2023 world championships after claiming they had failed an unspecified eligibility test.

Army Corps analysis finds Great Lakes pipeline tunnel would have sweeping environmental impacts

Building an underground tunnel for an aging Enbridge oil pipeline that stretches across a Great Lakes channel could destroy wetlands and harm bat habitats but would eliminate the chances of a boat anchor rupturing the line and causing a catastrophic spill, the U.S. Army Corps of Engineers said Friday in a long-awaited draft analysis of the proposed project's environmental impacts.

The analysis moves the corps a step closer to approving the tunnel for Line 5 in the Straits of Mackinac. The tunnel was proposed in 2018 at a cost of $500 million but has been bogged down by legal challenges. The corps fast-tracked the project in April after President Donald Trump ordered federal agencies in January to identify energy projects for expedited emergency permitting.

A final environmental assessment is expected by autumn, with a permitting decision to follow later this year. The agency initially planned to issue a permitting decision in early 2026.

With that permit in hand, Enbridge would only need permission from the Michigan Department of Environment, Great Lakes and Energy before it could begin constructing the tunnel. That's far from a given, though.

2024 sees record warm temperatures, less sea ice cover in Gulf of St. Lawrence

MONT-JOLI - Last year, the Gulf of St. Lawrence recorded its highest maximum surface temperature and lowest seasonal volume of ice cover in decades, say researchers with the federal Fisheries Department.

Surface temperatures and ice cover are directly related to air temperature, said Peter Galbraith, a research scientist in physical oceanography at the agency's Maurice Lamontagne Institute in Mont-Joli, Que., northeast of Quebec City.

Last July, the surface temperature hit 16.7 C, a record since data started being recorded in 1981, and 2.4 C warmer than average. Between May and November, the warmest surface temperature was 11.6 C, also a record, and 1.6 C higher than average.

“So it was the warmest air temperature, which gave us the warmest sea surface temperature,” Galbraith said.

Picking buffaloberries and electric fences: how wildlife is being managed ahead of G7

OTTAWA - There surely won't be lions or tigers at the G7 summit in Kananaskis, Alta., next month, and officials are doing their best to keep bears away, too.

As many as 5,000 participants are set to descend on the area in a few weeks, and officials are already working to install security barriers and clear out the area of anything that might attract bears to keep both people, and the animals, safe.

Earlier this week more than 200 local kids began plucking buffaloberry bushes around Kananaskis in an effort to detract bears from venturing into the area.

The bright red berries are quite popular with bears.

‘Under a microscope’: Cottagers call for wildfire management plans after fatal fires

WINNIPEG - Cottage owners and disaster prevention experts in Manitoba are urging governments to develop comprehensive wildfire management plans after a pair of devastating wildfires.

Close to 1,000 people were forced from their homes last week as a wildfire near the Rural Municipality of Lac du Bonnet, spurred by dry, hot and windy conditions, burned nearby.

The quick-moving fire, which is currently being held, destroyed 28 homes and cottages and left two people dead.

"The whole emergency plan for every municipality should be under a microscope review right now," said Brad Wood, a Winnipeg firefighter whose cottage was destroyed.

Fatou, the world’s oldest gorilla in a zoo, is celebrating her 68th birthday in Berlin

BERLIN (AP) — Fatou, the oldest gorilla living in captivity worldwide, is getting ready for her 68th birthday in style.

The Berlin zoo on Friday presented Fatou with a basket of fruit and vegetables ahead of her official birthday, which falls on Sunday.

Fatou was born in 1957 and came to the zoo in what was then West Berlin in 1959.

Since she no longer has teeth, keepers ensure that her food is soft and easy to eat. Vet André Schüle said that “Fatou gets the best possible care here.”
