Galápagos park releases 158 juvenile hybrid tortoises on Floreana to restore the ecosystem

FLOREANA ISLAND, Ecuador (AP) — Nearly 150 years after the last giant tortoises were removed from Floreana Island in Ecuador’s Galápagos archipelago, the species made a comeback Friday, when dozens of juvenile hybrids were released to begin restoring the island’s depleted ecosystem.

The 158 newcomers, aged 8 to 13, have begun exploring the habitat they are destined to reshape over the coming years. Their release was perfectly timed with the arrival of the season’s first winter rains.

“They are large enough to be released and can defend themselves against introduced animals such as rats and cats,” said Fredy Villalba, director of the Galápagos National Park breeding center on Santa Cruz Island, noting that the best specimens with the strongest lineage were selected specifically for Floreana.

These released juvenile specimens, out of a total of 700 planned for Floreana, will be introduced gradually. According to Christian Sevilla, director of ecosystems of the Galapagos National Park, they carry between 40% and 80% of the genetic makeup of the Chelonoidis niger —a species that has been extinct for 150 years.

It’s the first tax season since the CRA revamped its services. Here’s what to expect

The Canada Revenue Agency says taxpayers should have an easier time this tax season, a year after it faced criticism for long wait times and, in some cases, bad advice from representatives.

Data centres and infrastructure: an expensive pairing

Governments around the world — India being the latest — have been falling over themselves trying to lure power-hungry, water-thirsty data centre operations to build in their backyards.

City library visits up 28 per cent from 2022

Visits to Winnipeg libraries have increased, but changing habits may prevent them from reaching pre-pandemic levels, new data show.

In-person visits to the city’s 20 library branches in 2025 increased 28 per cent from 2022, the first year visits began to rebound after the COVID-19 pandemic, but they have yet to return to the “before” times.

There were 2.14 million visits in 2025, up from 2.08 million in 2024, but still down from 2019’s 2.4 million visits. The library’s highest year since 2012 was in 2016 when the branches saw 2.77 million visits.

During the pandemic, visits plummeted; there were only 622,000 visits in 2021 and 804,000 in 2020.

Co-founder of Winnipeg's NIBI Enviro Tech says 'opportunities are endless' for recycling shipping containers into custom pods

When Robin Richards looks at a shipping container, he sees possibilities. It could be a freezer, backyard cabin or small storefront.

“The opportunities are endless,” Richards said.

The 40-year-old entrepreneur is the co-founder of NIBI Environmental Technologies Ltd., a Winnipeg business that recycles shipping containers and turns them into custom modular pods. The turnkey pods are designed to be mobile and durable.

Richards started the company in 2022 with business partner Kelsey Friesen. Last year, the company set up its headquarters in an industrial park in the Transcona neighbourhood of Winnipeg and began manufacturing pods.

Making the most of Winnipeg’s biggest opportunity

The critical moral test for any community is the world it leaves for its children.

Without a doubt, Winnipeggers want all their city’s young people to have successful lives. Here are things we know make success possible: graduating from high school and avoiding disasters like addiction to drugs, teen pregnancy, sexually transmitted diseases and becoming involved with the criminal justice system.

Most citizens understand this. And if they were told there are proven ways to make it much more likely for our wishes for Winnipeg’s young people to come true, they would probably say “Hey, let’s do more of that!”

But mostly, we don’t.

Canada should work to recruit bilingual health workers, Senate report says

OTTAWA - Many Canadians face barriers to accessing health care in their own language and the federal government should prioritize fast-tracking immigration and credential recognition for bilingual and francophone health-care workers, a new Senate report says.

The Senate committee on official languages recently wrapped up an 18-month study of language barriers in the health system.

It heard from witnesses from across the country — including anglophones in Quebec and francophones in the rest of Canada who said that they have trouble accessing care in their own language.

"There is an acute shortage of health care professionals all across Canada, which has been intensified by the COVID-19 pandemic and the growing influx of newcomers," the report said, adding that attracting more health professionals to Canada and more training and foreign credential recognition are all needed.

Homelessness a humanitarian crisis, Rattray says

Jennifer Rattray says few challenges facing Winnipeg are as urgent as the homeless crisis.

“Collectively as a society, as a province, as a city, we need to do better,” the new executive director of End Homelessness Winnipeg told the Free Press.

She says a humanitarian crisis has unfolded on city streets.

“It’s awful,” she says. “We need to do something, and we need to do more than what we’re currently doing.”

Food inflation spiked 7.3% in January. Here’s what’s driving the increase

OTTAWA - Statistics Canada reported an easing in the headline inflation rate Tuesday but a jump in the pace of food inflation amid tax changes and lingering pressures at the grocery store continue to put the squeeze on consumers.

StatCan said Tuesday that the annual rate of inflation edged down to 2.3 per cent in January. Economists had expected inflation to hold steady at 2.4 per cent.

The agency said gas prices were 16.7 per cent lower year-over-year in January, largely thanks to the end of the consumer carbon price in April. Shelter inflation — long a pain for households in Canada — also fell to its lowest level in nearly five years as rent pressures abate.

Those declines helped offset food inflation, which accelerated to 7.3 per cent annually in January from 6.2 per cent a month earlier.

Food inflation expected to jump in January amid tax changes: economists

OTTAWA - Economists expect tax changes from a year ago will result in a year-over-year surge in food prices when Statistics Canada reports January inflation figures later this week.

StatCan will publish its January consumer price index report on Tuesday, a day later than originally scheduled.

The agency recently adopted a Monday publishing schedule for the consumer price index but shifted the January release to account for a regional holiday in eight provinces.

A Reuters poll of economists expects the annual rate of inflation held steady at 2.4 per cent in January, according to LSEG Data & Analytics.

Affairs of heart inevitably require less romantic finance talk sooner or later — so why not today?

Valentine’s Day may be for lovers, and a chat about personal finance certainly risks dulling the passions of the day. That is unless you love money.

Yet it is a discussion that nonetheless should happen … eventually. Often sooner is better than later, hopefully, well before popping the big question.

That decisive question could be happening right now. Valentine’s Day is the premier day for couples to get engaged and that big ask (and hopefully affirmative answer) often comes with a hefty capital allocation for a sparkling speck of costly rock set in a ring made of an increasingly high-priced precious metal.

De Beers coined the notion of three months’ salary as the rule of thumb to spend on an engagement ring amid the Great Depression. At the time, diamonds weren’t common for engagement rings. Today, the world’s priciest gem is considered the norm — and the bigger the rock, the greater the profession of your love, according to the marketing.

Canada’s university funding system is broken

For decades, Canadian universities have delivered a world-class education at a remarkably accessible cost. Nationally, Manitoba has among the lowest tuition fees in the country. However, like many universities across Canada, the University of Manitoba is facing a new reality that can no longer be ignored.

Province to power up smart thermostat program, rebates

Manitobans may get cash for turning down the thermostat during peak energy-use periods next winter.

Increased taxation requires thorough justification

This year, the City of Winnipeg sent me two “love letters.” The first arrived in May, informing me that it (the city) was “delivering affordability,” with the lowest municipal property tax rates in Canada, the lowest municipal fees on new housing, and the lowest garbage and recycling fees in Canada.

Manitoba chambers rolls out AI adoption training assessment tool

A new online tool aims to help Manitoba businesses in their move to adopt artificial intelligence.

The AI Readiness Assessment evaluates organizations on their familiarity with, and current use of, AI. The voice-led assessment takes 10 to 15 minutes to complete and provides personalized suggestions for businesses to map their AI adoption.

Manitoba AI Pathways, the Manitoba Chambers of Commerce’s new AI training initiative, developed the assessment in partnership with the Manitoba Association of AI Professionals.

Kay Gardiner, a chambers program director, announced the tool on Wednesday at a small-business forum organized by the Winnipeg Chamber of Commerce. The forum, held at the Delta Hotel, focused on what AI means for Manitoba businesses today.

Report sheds light on critical incidents in Manitoba health care

The failure to recognize and intervene when a patient’s health has deteriorated continues to be a leading cause of death and injury in Manitoba’s health-care system.

Eight people died and 24 others suffered major medical consequences between Jan. 1 and March 31 of 2025, says the province’s latest critical incident report. That’s a slight decline in the number of critical incidents compared to the final quarter of 2024, when Manitoba logged 28 major incidents and eight deaths.

The provincial nurses union said the chronic staffing shortage is a factor.

“One critical incident a year is too many, but I am just seeing more and more incidents that have to do with issues that are preventable, which tells me loud and clear that we do not have enough nurses to monitor and oversee our patients,” Manitoba Nurses Union president Darlene Jackson said.

Small businesses weigh cost of carrying credit card fees, possibility of cash-only crime

Cash, credit or debit — or maybe just one and not the others? Even as technology advances, rising costs and the impacts of crime mean some Manitoba businesses are still seeking new ways to settle the bill with customers.

In Morden, Alex Kanski found himself in the middle of an unexpected controversy when he announced his family restaurant, Moment in Thyme Neighbourhood Grill, would be removing its card payment system and only accepting cash at the end of January.

Kanski said interchange fees — or the cost to process credit card transactions — and other fees to maintain card payments has cost the restaurant about $7,500 annually since it opened three years ago. For a 38-seat restaurant, he said, those losses are hard to take.

“With a restaurant, there’s only so many places you can cut costs,” Kanski said.

Canadian Tire ordered to pay nearly $1.3 million for false advertising

MONTREAL - Canadian Tire has been ordered to pay just under $1.3 million after pleading guilty to 74 counts of violating sections of Quebec's Consumer Protection Act related to false advertising.

Crown prosecutor Jérôme Dussault says the Canadian retail giant agreed to the settlement after initially pleading not guilty.

At the Montreal courthouse, Quebec court Judge Simon Lavoie approved the agreement, which includes fines and costs ranging from $15,625 to $18,150 per count.

The case stems from a six-month investigation by the province's consumer protection office in 2021.

Manitoba roots go deep for Swiss sensation

MILAN — Her birth certificate may say Switzerland, but make no mistake: Olympic speed skater Kaitlyn McGregor’s roots are firmly planted in Manitoba.

For starters, there’s the strong family connection. Her parents, Mark and Faye, hail from MacGregor, a small farming community about 130 kilometres west of Winnipeg. Aunts, uncles, cousins and grandparents are there as well. Yes, the McGregors have heard the jokes. No, the town isn’t named after them.

But secondly — and arguably more importantly — McGregor’s inspiration to reach this grand sporting stage can be traced directly to Winnipegger Cindy Klassen.

Remember the 2006 Winter Olympics in Turin, when Klassen set a Canadian Olympic record by winning five medals? McGregor certainly does, albeit from after the fact. She was 12 at the time, and it was that epic performance — brought to her attention by her grandmother through Free Press newspaper articles — that ultimately lit the fire.

An American skier is fighting to open up the last Winter Olympic sport off limits to women

MILAN, Italy (AP) — Annika Malacinski remembers the moment the door to the Milan Cortina Winter Olympics was slammed shut.

On a flight from Munich to Denver, she bought airplane Wi-Fi to join a conference call with the International Olympic Committee, certain that Nordic combined competition would at last be opened up to female athletes.

“Then the decision came: ‘no.’ No explanation, no discussion. Just ‘no,’ and then they moved on to the next topic,” she told The Associated Press from her training base in Norway. “I cried for eight hours straight on that flight. When I arrived in Denver, my eyes were swollen shut. It felt like my world had crashed.”

That was in June, 2022. And despite an ongoing campaign led by Malacinski, an athlete from Colorado now aged 24, her sport remains the last to exclude women – even as Milan Cortina is showcasing the highest level of female participation in Winter Games history at 47%.

Canada Goose says diversification efforts working but Q3 profit fell from year ago

TORONTO - Canada Goose Holdings Inc. says its efforts to convince customers to turn to the company for more than a down-filled parka as winter hits are paying off — but investors may not be convinced.

While customer demand for the retailer's star product — down-filled outwear — remained strong in its most recent quarter, Canada Goose said Thursday that its non-down-filled outwear grew even faster and was accompanied by gains in lightweight and year-round apparel.

"That shift is intentional," said Carrie Baker, Canada Goose's president of brand and commercial, on a call with analysts.

"We want to be able to bring newness to the floor. We want to be able to drive repeat visitors, bring people back to see something new."

Ottawa to relaunch EV rebates program in 2 weeks with new auto strategy

OTTAWA - The federal government announced a suite of new electric vehicle policies Thursday, including the reintroduction of the popular rebate program and the elimination of the EV sales mandate in favour of stricter emissions standards for the auto sector.

The move is the latest rollback of climate policies enacted by former prime minister Justin Trudeau. The government of Prime Minister Mark Carney cancelled the consumer carbon price and halted the implementation of an emissions cap on the oil and gas sector.

Speaking at an auto parts manufacturer in Woodbridge, Ont., Carney said Thursday Ottawa pitched the new plan as a transformation of Canada's auto sector, which has been battered for months by U.S. tariffs.

"We have everything we need to take the lead in the vehicles of tomorrow, and we're positioning Canadian workers and businesses to seize that opportunity," he said.

Manitoba has most measles cases in Canada — and it’s likely much worse, doctors say

Manitoba has the country’s highest number of reported measles infections in 2026 — a year after the province’s outbreak began — while a surge brings stronger messaging from the government.

Dr. Davinder Singh, who is Manitoba’s public health lead on measles, said the province is seeing its highest monthly totals since May.

“Unfortunately, we’re seeing an increase in the number of detected or reported cases. We also know the number of cases that are diagnosed are only a relatively small fraction of the true number of cases out in the community,” he said Wednesday.

“We can estimate that there may be about 10 times as many infections as we have that get reported to us or that get detected.”
