VANCOUVER - When Elizabeth Osinde arrived in Canada about two years ago as a refugee from Kenya, pregnant with her son, she remembers being able to buy a bunch of kale for $2 or $3.

That same bunch is now closer to $5.

Osinde said she has a deep sense of gratitude for everything that Canada and the refugee program provide for her and her son, but she still has to rely on emergency hampers from Vancouver's Union Gospel Mission to make ends meet.

"I get half of my groceries from them because sometimes it's a challenge," she said of the hampers that are available to her one every three months, that also come with non-perishable items such as diapers and a $25 gift card for a local grocery store.

Pause at N.W.T. diamond mine amid weak market ‘serious news,’ industry minister says

CALGARY - An expansion project has been put on hold at a diamond mine in the Far North, a move the Northwest Territories government says underscores the need to reduce its economic reliance on that industry.

Mountain Province Diamonds Inc. says it and joint-venture partner De Beers Canada Inc. have decided to pause the Tuzo Phase 3 project at the Gahcho Kué mine some 300 kilometres northeast of Yellowknife. Mountain Province owns 49 per cent of the mine and De Beers owns 51 per cent.

"This decision follows a careful assessment of the project's economics considering the prevailing market environment," Mountain Province said in a news release late Monday.

"While the Tuzo Phase 3 project has demonstrated strong potential, current market conditions have prompted the partners to take a measured approach to its development."

Plight of imprisoned Hong Kong ex-publisher Jimmy Lai evokes grief over loss of press freedoms

HONG KONG (AP) — About five years after Hong Kong’s pro-democracy Apple Daily shut down and its founder was jailed, the newspaper’s former staff and readers are lamenting the loss of the city’s press freedoms.

Founder Jimmy Lai, 78, was sentenced Monday under a Beijing-imposed national security law to 20 years in prison, the longest such sentence so far. His co-defendants, six other former Apple Daily journalists, received jail terms ranging between six years and nine months and 10 years.

Officials in both Hong Kong and Beijing defended the case against Lai, with the city's leader John Lee accusing the newspaper of inciting violence and poisoning young minds. The government insisted his case had nothing to do with press freedom, saying the defendants used journalism as a guise to commit acts that harmed Hong Kong and China.

There's no question that things are different in Hong Kong without the Apple Daily. Since it folded, the city’s once freewheeling press scene has changed drastically. Its voice was one of many that have been silenced in the former British colony.

Ukrainians push for permanent residency in Canada as war with Russia grinds on

OTTAWA - Roksolana Kryshtanovych never planned on moving to Canada before Russia's war, but the invasion made it impossible for her to go home to Ukraine.

In the years since Moscow launched its full-scale invasion in 2022, she said, Canada has become her new home. But without a path to permanent residency, she and thousands of other Ukrainians here face an uncertain future as the war drags on.

Immigration Minister Lena Diab has acknowledged many of these visa holders are no longer here temporarily — but the government has no concrete solution yet to their plight.

Now, her government is under new pressure to open a permanent residency pathway for the nearly 300,000 Ukrainians like Kryshtanovych who came to Canada through the emergency visa program.

Conservatives table motion on refugee claims in response to extortion wave

OTTAWA - The Conservatives introduced a motion Tuesday calling on the government to bar non-citizens convicted of serious crimes from making refugee claims.

The motion introduced in the House of Commons also urges the government to prevent asylum claims from people whose cases are still working their way through the courts.

One legal expert questioned the value of the proposed changes, and noted that people found guilty of serious crimes can already be barred from attaining refugee status under Canada's immigration law.

"This is not really about solving a real problem," said University of Toronto law professor Audrey Macklin. "This is about sending some kind of get tough message."

Google, Meta, push back on addiction claims in landmark social media trial

LOS ANGELES (AP) — Jurors in a landmark social media case that seeks to hold tech companies responsible for harms to children got their first glimpse into what will be a lengthy trial characterized by dueling narratives from the plaintiffs and the two remaining defendants, Meta and YouTube.

At the core of the Los Angeles case is a 20-year-old identified only by the initials “KGM,” whose case could determine how thousands of similar lawsuits will play out. KGM and the cases of two other plaintiffs have been selected to be bellwether trials — essentially test cases for both sides to see how their arguments play out before a jury.

Comparing social media platforms to casinos and addictive drugs, lawyer Mark Lanier delivered opening statements Monday in the Los Angeles Superior Court trial that seeks to hold Instagram owner Meta and Google's YouTube responsible for addictive features and harms to children who use their products. Two other defendants, TikTok and Snap, have settled the case.

Meta lawyer Paul Schmidt spoke of the disagreement within the scientific community over social media addiction, with some researchers believing it doesn’t exist, or that addiction is not the most appropriate way to describe heavy social media use.

Sturgeon Heights students fight to keep backpacks in class

An iconic symbol of student life has become embroiled in controversy at a Winnipeg high school.

Sturgeon Heights Collegiate announced a change in protocols last week, banning backpacks from classrooms in an effort to limit clutter.

School administration issued a bulletin informing students they’d be required to store their bags and coats in their lockers from now on.

Calling it a “backpack ban,” teenagers are lamenting the rules they say are upending routines and making them late for classes.

Babies given peanuts, fish, eggs early less likely to become allergic, study affirms

TORONTO - A new Canadian study says giving babies peanuts, eggs, fish and other common food allergens early and consistently decreases the risk they'll be allergic to them.

Senior author Dr. Derek Chu says researchers analyzed more than 190 food allergy studies from around the world to identify the strongest risk factors in developing food allergies.

Their findings, published Monday in JAMA Pediatrics, found that delaying the introduction of peanut-containing foods until babies were over 12 months old doubled their likelihood of becoming allergic to the nut.

The study showed similar results for fish and eggs.

Class-action suit against care home, WRHA can proceed, judge rules

A Manitoba judge has certified a class-action lawsuit against the owners of Maples Personal Care Home and the Winnipeg Regional Health Authority, more than five years after 56 residents died during a COVID-19 outbreak at the north Winnipeg facility.

Manitoba Court of King’s Bench Associate Chief Justice Shane Perlmutter said the suit, put forward by Lawrence Lewsey and Eddie Calisto-Tavares, who each lost a parent during the outbreak, is the best way to deal with the allegations that both defendants were negligent.

“Broadly, the allegations relate to alleged failures to adequately plan for, and respond to, the COVID-19 outbreak at Maples,” Perlmutter wrote in a 24-page decision released last week.

“I am satisfied that the proposed class action would be a fair, efficient, and manageable method of advancing the claim and is preferable to other reasonably available procedures to resolve the common issues.”

The 15-year-old newcomer is no stranger to sports; he grew up swimming and playing soccer and basketball in South Africa.

Art City has issued a callout to creatives of all kinds for paintings and other flat artworks to show solidarity with residents of Minneapolis.

The West Broadway not-for-profit is hosting a free workshop on Monday to create and collect art to send south of the border.

“There’s a lot of feelings of anxiety because this is a situation that we have no control over and we don’t like it,” said Eddie Ayoub, artistic director of the local community hub.

As ICE operations continue to upend daily life in their sister city, Ayoub said his team wants to give residents a chance to gather, process and take action.

Cascadia movement has roots in the past, but does B.C. separatism have a future?

VICTORIA - In 2017, Cory Pahl was a candidate for the Cascadia Party of British Columbia, whose official goals included the creation of a provincial assembly that would assert the sovereign rights of "British Columbians, Canadians and Cascadians."

Cascadia, the concept of commonality between British Columbia and U.S. states in the Pacific Northwest, has roots dating back to the 19th century and beyond. It has sometimes been expressed as a desire for nationhood — although Pahl said the party never campaigned for the creation of a Cascadian nation, with British Columbia as part of it.

While he acknowledged the "separatism kind of discussion" surrounding the idea of Cascadia, he wanted nothing to do with a new expression of B.C. separatism, fuelled by anti-Ottawa sentiments, alienation from mainstream politics, and a sense of allegiance with similar movements in Alberta and Saskatchewan.

Pahl said the Cascadian movement "came from a very different perspective."

As men’s health enters the national conversation, advocates call for co-operation

OTTAWA - The upcoming launch of a national strategy on men's and boys' health is a positive sign that men's well-being is becoming part of the mainstream conversation in Canada, advocates say — even as they warn that it should not become partisan political fodder.

The Movember Institute of Men's Health and researchers from the University of British Columbia called on the government to launch such a strategy in a report released last summer.

Health Minister Marjorie Michel said she plans to launch a national strategy on men's and boys' health in 2026 by working with colleagues in multiple departments, including Veterans Affairs, Women and Gender Equality and Indigenous Services.

Catherine Corriveau, Movember's director of policy and advocacy, said the government has taken an important first step by acknowledging the problem.

West Broadway winter carnival sets the standard, says volunteer

Children and adults in West Broadway celebrated winter with games, skating and even horses on Saturday.

The 22nd annual West Broadway Snoball Winter Carnival brought dozens of area residents together both outdoors and indoors at the centre and park just south of Broadway at Young Street.

“It is definitely a joyful activity,” Kelly Frazer, executive director of the West Broadway Community Organization, said on Saturday.

“Winter can be isolating for people. We want people to get out and see their neighbours and enjoy their time. This is a great event because everything is free. You can come and ride in the horse-drawn carriages, you can get a good meal, you can play lots of games, and everything is free.”
