In 1991, when Stacey Soldier was just 15 years old, Manitoba marked a watershed moment. After three years of hearings, the Aboriginal Justice Inquiry released its final report, a searing reckoning with how the province’s police and justice system had failed Indigenous people.

At home in Thompson, Soldier watched news of the inquiry unfold on TV. (“We were only allowed to watch the news in our house,” she says with a laugh.) The Anishinaabe teen was inspired to see an Indigenous judge, then-Justice Murray Sinclair, co-presiding over the proceedings, and was transfixed by the findings.

It felt “thrilling for justice,” she recalls. But it was also a stark lesson in the challenges her people faced to obtain it.

“One thing that the AJI made clear is that this is a system that wasn’t designed to help Indigenous communities and people in any way,” she says, chatting at her law firm Cochrane Sinclair’s Exchange District offices last week.

Manitoba cabinet briefing on landfill search for murder victims not being released

WINNIPEG - A report that could shed more light on why Manitoba's former Progressive Conservative government rejected calls to search a landfill for the remains of two murder victims is being withheld under the province's freedom of information law.

Records obtained by The Canadian Press show senior bureaucrats assembled a presentation for cabinet ministers on a potential search in the weeks before the government decided not to proceed with the idea in 2023.

The contents of that presentation — a 13-page digital slide deck that would reveal for the first time what civil servants told politicians — are not being released under Manitoba's freedom of information law, which one expert says is among the most secretive in the country.

Families of the victims and Indigenous leaders had called on the government of the time to search the Prairie Green landfill, a private operation north of Winnipeg, for the remains of Morgan Harris and Marcedes Myran.

Equatorial Guinea enforces yearlong internet outage for island that protested construction company

LAGOS, Nigeria (AP) — When residents of Equatorial Guinea's Annobón island wrote to the government in Malabo in July last year complaining about the dynamite explosions by a Moroccan construction company, they didn't expect the swift end to their internet access.

Dozens of the signatories and residents were imprisoned for nearly a year, while internet access to the small island has been cut off since then, according to several residents and rights groups.

Local residents interviewed by The Associated Press left the island in the past months, citing fear for their lives and the difficulty of life without internet.

Banking services have shut down, hospital services for emergencies have been brought to a halt and residents say they rack up phone bills they can't afford because cellphone calls are the only way to communicate.

Jordyn Reimer, a 24-year-old vibrant and innocent victim, was acting as a designated driver on the night of May 1, 2022, when she was killed by Tyler Scott Goodman.

On Nov. 22, 2023, Judge Kael McKenzie handed down a six-year sentence to Goodman for the impaired driving causing death charge and an additional one-year consecutive sentence for failing to stop at the scene. At the time, McKenzie said that no sentence the court can impose would be enough to match the value of a life, that the taking of a life by crime is immeasurable.

Judge dismisses convicted mail bomber’s second bid for release in past month

Convicted mail bomber Guido Amsel has lost his second bid for release in the past month after his motion, claiming he was being unlawfully detained, was dismissed by a judge Thursday.

Amsel, 59, was convicted after trial in 2018 of four counts of attempted murder and sentenced to life in prison for mailing a series of explosives in 2015. One of the explosive packages was mailed to his ex-wife and another to her lawyer Maria Mitousis, who lost a hand and was severely injured when a booby-trapped tape recorder exploded.

Amsel, who represented himself in court, filed the motion arguing he was being detained in custody illegally.

“This is all fraud,” Amsel told Court of King’s Bench Justice Jeffrey Harris, claiming evidence was withheld at his trial and DNA evidence tying him to the bombs was “planted.”

Mayor to launch weekly bulletin on bail offenders

Mayor Scott Gillingham has announced he will launch a weekly “repeat offender bulletin” to pressure the federal government to reform laws that govern the bail system.

“This is about the safety of Winnipeg. It’s about Winnipeggers who are tired and fed up with all the crime going on committed by repeat offenders,” he said.

The bulletin will “highlight local examples of habitual offenders and their impact on safety in Winnipeg” without naming them, the mayor said.

“We can talk about calls for bail reform… but by giving real examples of real individuals, it shows where the system, in my mind, is broken and needs to be changed.”

Mom of inmate who died from overdose files lawsuit

The mother of a Stony Mountain inmate who overdosed has filed a lawsuit that alleges his death was caused by the deterioration of his mental health after he was placed in isolation following a deadly riot weeks earlier.

Ricardo Pereira, 23, was serving an eight-year sentence for break-and-enter and aggravated assault, among other offences, when he overdosed on methadone in the federal prison north of Winnipeg on Sept. 5, 2023.

Dawna La Rose filed a lawsuit this month on behalf of her son’s estate in which she names the Correctional Services of Canada and the federal attorney general as defendants. Neither defendant has responded in court.

“In the time leading up to Ricardo’s death and ongoing to the present, (Stony Mountain) had been in the throes of a long period of violence, contraband and several inmate deaths,” the lawsuit says.

Federal government says emails, phone numbers accessed in cyberattack

OTTAWA - The federal government says individuals' email addresses and phone numbers associated with Canada Revenue Agency, Employment and Social Development Canada and Canada Border Services Agency accounts were accessed in a cyberattack.

The Treasury Board of Canada Secretariat says the government was alerted to the cyber incident on Aug. 17 by 2Keys Corporation, the provider of a multi-factor authentication application used for the accounts.

The government says 2Keys Corporation discovered the incident, promptly informed the government and launched an investigation, which is being conducted with external cybersecurity experts.

Treasury Board says a routine software update caused a "vulnerability" that allowed a malicious actor to access phone numbers associated with CRA and ESDC accounts, and email addresses associated with CBSA accounts, linked to people who used the authentication service between Aug. 3 and Aug. 15.

Impact of cyberattack on Nova Scotia Power could be bigger than first thought

HALIFAX - Nova Scotia’s largest electric utility says the impact of a sophisticated cyberattack in March could be much broader than first thought.

Nova Scotia Power said in May that about half of its customers — 277,000 ratepayers — may have had personal information stolen by hackers. But the privately owned utility is now saying all of its customers may be affected in some way.

The new information comes from a Nova Scotia Power report submitted last week to the independent Nova Scotia Energy Board, which is investigating the cybersecurity breach.

“This investigation is ongoing and has been complex given the severe nature of the cyberattack," the report says. "It remains possible that all of the company’s customers may have been impacted by the cyberattack."

Bell launches Bell Cyber, building on AI and tech services umbrella

TORONTO - Bell Canada is launching Bell Cyber, a new brand under its growing tech services umbrella which will offer AI-powered cybersecurity solutions.

The company made the announcement Tuesday at its inaugural Bell Cybersecurity Summit in Toronto, which heard from Bell Cyber's leadership, government and law enforcement officials, as well as other industry stakeholders.

It said Bell Cyber unifies all of the company's cybersecurity capabilities under a single brand. It also complements Bell's other recent tech announcements, such as the launch of Bell AI Fabric and tech services brand Ateko.

Bell Cyber is the branding successor to Stratejm, a Mississauga, Ont.-based security services provider acquired by Bell in July 2024. The company has specialized in providing end-to-end security solutions with the use of artificial intelligence, including real-time threat detection and response.

Nepal internet crackdown part of global trend toward suppressing online freedom

Nepal's crackdown on social media companies, which led to protests and police killing at least 19 people, is part of a yearslong decline of internet freedoms around the world as even democracies seek to curtail online speech.

The Himalayan country’s government said last week it was blocking several social media platforms including Facebook, X and YouTube because the companies failed to comply with a requirement that they register with the government. The ban was lifted Tuesday a day after the deadly protests.

SWIFT CURRENT - The self-proclaimed spiritual leader known as the "Queen of Canada” was freed on bail Monday, nearly a week after a police raid on her Saskatchewan compound.

And the compound has been declared off limits.

Romana Didulo, 50, was released on strict conditions, including not visiting the village of Richmound west of Regina.

In Richmound, she and her followers -- known as the "Kingdom of Canada" -- have long clashed with locals to the point the village office closed its doors to the public outside prearranged appointments, citing harassment and intimidation towards staff.

Alberta bans sexual images in school library books under revised order

EDMONTON - The Alberta government made good Monday on its promise to revise its school book ban, stating that from now on written descriptions of sex are OK, but images and illustrations of sex are not.

Education Minister Demetrios Nicolaides told reporters that visual depictions had been the government's main concern from the start.

When asked by reporters why the government wasn't concerned with written descriptions of explicit sexual material, he said, “An image can be understood and conveyed at any grade level with any degree of comprehension.

“Whereas, of course, vocabulary and understanding progresses and develops throughout the school year."

Freeze! Police ice cream trucks seek to portray officers in a positive light

NORWICH, Conn. (AP) — The puns are plentiful as police departments around the country buy their own ice cream trucks and roll into neighborhoods to hand out frozen treats for free.

“Copsicle Patrol” is written on the one in Danbury, Connecticut. “Freeze! You have the right to remain frozen,” says another in Pittsfield, Massachusetts. “Let’s Chill Together,” Cleveland’s proclaims. “Frosty Five-O. Get the inside scoop” declares one in Palm Bay, Florida. “To Protect and Soft Serve,” says yet another in Toldedo, Ohio.

Whimsical slogans aside, a growing number of local law enforcement outfits are using the trucks for a serious mission: to have positive interactions with their communities at a time when headlines often feature police brutality and misconduct.

“There is no better way to draw the community to approach the police and let them know that we are approachable, we’re humans as well, than by handing out free ice cream to the kids,” said Lt. Kyle Besse of the Norwich, Connecticut, police department. “The smiles on the kids’ faces are really what make you realize that this is a great community outreach service.”

Health officials declare ‘Queen of Canada’s’ compound a threat to public safety

RICHMOUND - Provincial officials in Saskatchewan say parts of a former school that was serving as a compound for the self-proclaimed "Queen of Canada" and her followers have been declared unfit for human habitation, and the residents have been ordered out.

The Saskatchewan Health Authority says in an email that occupancy of the building in Richmound is prohibited under Section 22 of the Public Health Act, on the basis that the premises is a multi-person residence and is not connected to the municipal sewer system.

The email says an order was issued for anyone who was currently occupying the building to vacate, although it notes the order covers the building only, and not trailers on the site.

Police arrested the group's leader, Romana Didulo, property owner Ricky Manz and 14 others on Wednesday in the village west of Regina, after obtaining a search warrant to enter the site.

A B.C. ostrich farm fighting to stop a cull of its 400-strong flock over an avian flu outbreak has been granted an interim stay order by the Federal Court of Appeal in Ottawa, delaying the execution of the birds.

Universal Ostrich Farms in Edgewood, B.C., has been attempting to stop the Canadian Food Inspection Agency from destroying the birds since the cull was ordered amid an avian flu outbreak in December that would go on to kill 69 ostriches.

The farm has lost in Federal Court and the Federal Court of Appeal, but on Thursday its lawyer sought another stay on the cull order, filing a series of documents as the farm seeks a hearing in Canada's high court.

In a decision dated Saturday, the Federal Court of Appeal granted an interim stay until the stay motion "is decided on the basis of a full record."

Deadly attack renews calls to fix cellular gaps in, around Hollow Water

A mass stabbing and head-on crash that killed two people, including a suspect, and injured eight has renewed concerns about cellular coverage gaps in and around Hollow Water First Nation.

Residents said there is no cellphone service in Hollow Water and some surrounding areas, leaving people vulnerable if they’re in a location or circumstance where there’s no other way to call 911 or an emergency service directly.

“I don’t get any service in Hollow Water. It’s difficult to communicate,” said Brook Monkman, who lives south of the First Nation near Lake Winnipeg.

Monkman said he was driving on a road about 40 kilometres north of Hollow Water in 2023 when he came upon a crash that killed a mother and young son, and left a father and young daughter seriously injured.

RCMP arrest 16, including ‘Queen of Canada,’ at conspiracy compound in Saskatchewan

REGINA - RCMP say 16 people, including self-proclaimed "Queen of Canada" Romana Didulo, were arrested Wednesday in southwestern Saskatchewan.

Followers of Didulo, who has promoted various conspiracy theories, set up a "Kingdom of Canada" compound in an old school in Richmound, west of Regina, in 2023.

Insp. Ashley St. Germaine said Mounties learned last week that a person was in possession of a firearm at the property and a police operations team was organized.

A search warrant was executed and the 16 were arrested in the building, in some of the eight recreational vehicles parked at the site, and at a home in the village.

Los Angeles school district settles with parents who sued over distance learning

Parents have agreed to settle a lawsuit that alleged the distance learning program used by the Los Angeles Unified School District during the COVID-19 pandemic failed to meet state educational standards and disproportionately harmed Black and Latino students, a lawyer for the families said.

Attorneys for parents who filed the class-action lawsuit in 2020 said the agreement would require the nation's second-largest school district to offer at least 45 hours of significant tutoring services a year to more than 100,000 of its most vulnerable students over the next three years in addition to teacher training and mandatory assessments. The goal is to help the district's most disadvantaged students, the lawyers said.

The deal must be approved by the court to take effect.

"For nearly five years, we have fought tirelessly on behalf of LAUSD students and their families to enforce students’ constitutional right to basic educational equality,” Edward Hillenbrand, one of the plaintiffs' pro bono attorneys, said in a statement on Wednesday.

AI chatbots changing online threat landscape as Ottawa reviews legislation

OTTAWA - Wrongful death lawsuits citing the activities of artificial intelligence chatbots are underway in the United States, as reports emerge of mental health issues and delusions induced by AI systems.

These incidents are drawing attention to the changing nature of the online threat landscape — just weeks after the Liberal government said it would review its online harms bill before reintroducing it in Parliament.

"Since the legislation was introduced, I think it's become all the more clear that tremendous harm can be facilitated by AI, and we're seeing that in particular in the space of chatbots and some of the tragedies," said Emily Laidlaw, Canada research chair in cybersecurity law at the University of Calgary.

The Online Harms Act, which died on the order paper when the election was called, would have required social media companies to outline how they plan to reduce the risks their platforms pose to users, and would have imposed on them a duty to protect children.

Soccer facility closed after purposely set fire destroys $25,000 covered bench, damages turf

Police are searching for suspects after a group of people torched a players bench at the Bonivital Soccer Club in the early morning hours Thursday.

“It’s pretty disheartening,” Steven Gzebb, the club’s executive director, said by phone Friday.

“Certainly, a moment of disbelief that someone would go to that extent and do something like that.”

Winnipeg Police Service Const. Claude Chancy confirmed the incident is being investigated as arson. As of Friday afternoon, no arrests had been made, he said.
