Ottawa contributes $91M to 10-storey Naawi-Oodena apartment block

The federal government has announced $91 million to support the development of a 10-storey apartment building that’s under construction at the former Kapyong Barracks site.

“This is an exciting day, but it really marks the doors opening for future with a lot more affordable homes for people who need them the most,” said federal Housing Minister Gregor Robertson.

The project — named Endayaan Omaa, meaning “home is here” in the Anishinaabemowin language — will create 260 housing units in southwest Winnipeg; 109 units will offer affordable rents below median market value.

It is part of the larger plan to transform the former military site into Canada’s largest urban reserve. The overall project, led by a consortium of seven Treaty One Nations and dubbed Naawi-Oodena, is expected to provide about 5,000 homes.

The geneticist-turned-environmentalist, who is days away from his 90th birthday, reflected on his legacy as he prepared to release his latest book, "Lessons from a Lifetime," which compiles photos and stories from his life, as well as testimonials written by those he inspired.

"To me, the important legacy that I want to tell my grandchildren is, look, I tried. I love you. I did the best I could for you. And I tried," he said on a video call last month.

"The measure of a person is not whether they succeeded — because we've lost, environmentalists have lost, big time — but that we tried."

Rome’s Colosseum gets a fresh look that recreates the footprints of long-gone columns

ROME (AP) — The Colosseum has a bright new look following a restoration using the same travertine marble of ancient Rome to recreate parts of columns from 2,000 years ago.

Thousands of Romans once flocked to this arena to watch gladiators battle each other and wild animals. The structure still captures the public's imagination; it is Italy’s most popular tourist destination, with 9 million visitors in 2025 alone.

The project focused on a semicircular piazza outside the arena, where Roman spectators crowded under two arcades comprised of marble columns stretching up to 50 meters (164 feet) high. People stood in these arcades as they waited to pass through the entrances and take their seats.

Those arches are long gone, collapsing over the centuries from earthquakes and unstable ground. But now, tourists will be able to sit on large travertine marble slabs where the columns once stood and read reproductions of the Roman numerals that indicated seat sections.

Indigenous partnerships key to wildfire preparation

More than 5.3 million acres in Manitoba burned — second only to Saskatchewan — as wildfires raged across Western Canada last summer, and 32,000-plus residents, most of whom were Indigenous, were evacuated from their communities.

In Winnipeg, air quality due to the smoke was so terrible that by August, the year’s poor conditions had broken a 65-year record.

In northern places such as Thompson, the smoke was life-threatening. For most of the summer the city was engulfed in smoke, causing wide-scale lung irritation. Anyone with respiratory conditions like asthma and heart disease was forced to stay indoors.

The fires began after the May 10-11 weekend, when temperatures rose above 35 C, drying the underbrush and creating dangerous conditions.

Speed limits and safety — follow the science

The premier of Manitoba recently appeared hesitant about collaborating with Winnipeg City Council on a public works proposal to lower the city’s default residential speed limit from 50 km/h to 40 km/h. Without a provincial amendment to the Highway Traffic Act, the city says implementing the change would require installing signs on hundreds of streets, at a cost of up to $10 million to taxpayers.

Proposed quarry threatens Manitoba’s bear cub rescue, operator says

Manitoba’s only black bear rescue says a proposed limestone quarry less than a kilometre away from their sanctuary would have devastating effects on the cubs in their care.

Judy Stearns says the sound of constant rock blasting and gravel trucks driving in and out of the site near Stonewall would stress out the orphan cubs, who tend to be anxious anyway.

“There’s not a tree or hill between us,” said Stearns, who runs the rescue with her husband, Roger. “The project is just not conducive to being beside a wildlife sanctuary with noise-sensitive, timid animals.”

The rescue and rehabilitation centre has been in the RM of Rockwood, located northwest of Winnipeg, since 2018, but the Stearns family has lived in the municipality for more than 20 years.

Canada, Manitoba lagging behind promise to meet 2030 target of protecting more land and water

There are just four years left on the clock for Manitoba — and the rest of the country — to meet a promise to conserve 30 per cent of land and water by 2030.

But halfway through the timeline adopted at the United Nations Convention on Biodiversity in 2022, Canada has made little progress, adding less than one percentage point to its protected land tally and three points to its protected waters.

The country needs to double its protected areas to meet its target, known as 30-by-30. But conservation groups, including the Wilderness Committee and the Canadian Parks and Wilderness Society, warn progress could stall even further as federal funding for conservation initiatives is set to run out at the end of the month — and there’s no indication it will be renewed.

“We have a conservation economy that we can build on, that gives local jobs, that helps honour our Indigenous reconciliation commitments,” Sandra Schwartz, national executive director of the Canadian Parks and Wilderness Society, said.

NDP bill aims to strengthen renters’ protection

The Manitoba government says it will carry out the largest expansion of rent control in decades.

Public Service Delivery Minister Mintu Sandhu called the measure “historical action” that will affect thousands of units in the province.

Under the proposed legislation, which was introduced by the NDP Thursday, suites that rent for at least $2,000 a month won’t be subject to rent control. Currently the threshold is $1,670 a month.

The proposed law leaves intact the exemption for complexes that are less than 20 years old.

Manitoba government proposes new grocery rules, rent control, some hydro hikes

WINNIPEG - The Manitoba government announced plans Thursday to expand rent control, raise electricity rates for some large users and keep grocery prices from fluctuating for different consumers.

The proposals were among more than 15 bills and potential regulations introduced at the legislature before politicians broke for the weekend.

The NDP government launched public feedback on a plan that would apply rent controls to more-expensive units. The province currently sets a limit on annual rent increases for units that rent for up to $1,670 a month, and is proposing to raise that ceiling to $2,000.

Landlords can apply to raise rents higher than normally allowed for a variety of reasons, including repairs and upgrades, and the government is planning to reduce the percentage of upgrade costs that can be passed on to renters. Administrative penalties for landlords who violate the act could be increased.

Some B.C. appraisers adding land-claims clause after Aboriginal title court case

VICTORIA - An organization representing about 1,200 appraisers in British Columbia says some of its members are adding clauses to their reports noting that current, past, and potential future land claims have not been considered in their valuations.

Allan Beatty, president of the B.C. branch of the Appraisal Institute of Canada, says in a statement that the recent Cowichan Aboriginal title court ruling in B.C. is contributing to speculation that private property rights could be affected.

Beatty says the organization is preparing advice for its members on the appropriate limitation clauses, but discourages the use of "unsubstantiated adjustments that do not reflect the most relevant market data."

In an August 2025 ruling, a B.C. Supreme Court judge confirmed the Cowichan Tribes hold Aboriginal title over about 300 hectares of land on the Fraser River in Richmond, B.C.

Never too early to start planning a new backyard hub

After submitting my weekly Reno Boss columns for roughly one year, I asked my editor out to lunch to voice a few concerns regarding my subject-matter choices.

Over the course of that first year, I noticed similarities from column to column, especially when elaborating the step-by-step process to build a deck. Other than the actual design layout, most decks follow the same procedure. And when I’ve listed those steps, it feels like I’ve told the same story repeatedly.

My editor smirked, and simply said Reno Boss readers may not get to every week’s column, and also said completion photos of varying completed decks showcase a variety of designs, no matter the similarities they may possess beyond esthetics.

Although these comments did somewhat alleviate my worries during our lunch, I still sometimes feel my concern from back then is somewhat relevant, even today, as though déjà vu is playing a cruel joke.

Proposal to reduce Winnipeg’s default 50 km/h speed limit advances

A proposal in which Winnipeg drivers would be forced to slow down on residential streets is rolling forward.

On Wednesday, council’s public works committee voted to ask the provincial government to change the Highway Traffic Act, pending a final council vote. The change would give the city the power to alter the 50 km/h default speed limit for Winnipeg that applies to all areas, except where signs post a different speed limit.

Following that, city staff recommend that council reduce the default speed limit to 40 km/h for residential streets and “minor collector” streets.

Coun. Janice Lukes said she’d support the reduced speed limit in residential areas, which she expects would only create a minor delay for drivers.

Councillors back permanent bike lane for Wellington Crescent next year

The city is poised to scrap a long-awaited temporary bike lane pilot project on Wellington Crescent, which was expected this year, and speed up the construction of permanent bike lanes instead.

On Wednesday, council’s public works committee voted to accelerate the plan to construct permanent bike lanes in 2027, pending a final council vote. The city had planned to spend $5.5 million to do so in 2029.

Coun. Janice Lukes, chairwoman of public works, said the switch to pursue permanent protected bike lanes, with curbs to separate cyclists from vehicular traffic, is the best way to ensure lasting safety improvements.

“This is going to be a fundamental change in the way traffic moves, pedestrian cycling and vehicular traffic in this section, and I want to rip the Band-Aid off once… It’s going to be a big change for everyone,” said Lukes (Waverley West).

Councillor raises concern about community garden homeless encampment

Months into the city’s ban on encampments in many public spaces, such as schools and playgrounds, a city councillor fears a persistent one still poses a danger to its residents and neighbours.

Coun. Cindy Gilroy said she’s disappointed people are still camping at a community garden at 609 Langside St.

“It’s a place where we (have previously had) multiple open fires… and drug (use). It’s concerning to me that we have this (policy) now and we’re not enforcing it,” said Gilroy (Daniel McIntyre), during a community services committee meeting Tuesday.

In an interview, Gilroy said she is concerned winter conditions further raise the risk of injuries, due to some bitterly cold temperatures and fires set by people trying to keep warm in tents.

High-tech snowplows and AI help cities clean up from big storms

Residents of Syracuse, New York — America’s snowiest city — once barraged a service hotline with street neglect complaints during blizzards, even if plows had passed two hours earlier but the work was hidden by fresh snow.

Now public trust seems to be rising as Syracuse and other cities across the U.S. integrate upgrades such as video monitoring, GPS mapping and artificial intelligence into snow operations that once relied almost entirely on manual planning.

Syracuse was one of the first to revamp the way it deploys its snowplows, and complaint calls have dropped by 30% under the new system, said Conor Muldoon, the city’s chief innovation officer.

“People will look out their window and say, ‘Hey, you guys are doing a terrible job,’” Muldoon said. “And we can point to a public map and say, ‘Here’s all the breadcrumbs for when that plow was there.’”

Chief says more funding needed to repair homes after power outage, flooding

A northern First Nation hit by a days-long power outage and subsequent water crisis is seeking additional government funds to cover the cost of mould and asbestos removal in homes.

Pimicikamak Cree Nation Chief David Monias said Friday there is a shortage of funding to remediate the hazards and bring homes with damage up to code so they are habitable.

“We can’t have (residents) return to a situation where there might be some bacteria or moulding issues that will affect their safety, that affect their health, and possibly cause medical issues that will be made worse because they already have existing health issues,” he said during a virtual call.

Pimicikamak’s leaders said an estimated 1,300 homes were damaged after pipes froze and burst two months ago. Water leaked into basements and crawl spaces. The community’s water and sewage plants were also affected.

Photographe animalier, Jean-Pierre Parenty s’est spécialisé depuis une dizaine d’années dans la faune canadienne. “Je suis Canadien et j’aime chercher, photographier et représenter la faune canadienne,” confie-t-il.

Né et élevé au Manitoba dans une ferme, Jean-Pierre Parenty nourrit depuis l’enfance une passion pour les animaux et la photographie. “La partie qui m’intéresse et que j’adore, c’est être en nature, chercher des animaux, les trouver et puis essayer de les capturer dans mon appareil photo,” dit-il. S’il a longtemps parcouru le monde, c’est désormais vers le Nord qu’il tourne son objectif, et plus particulièrement vers Churchill, cette localité de la baie d’Hudson capitale mondiale de l’ours polaire.

L’idée de l’exposition est née d’un appel de l’hôtel, il y a environ un an. “L’Hôtel Fort Garry m’a appelé pour créer une galerie dans la passerelle arrière de l’hôtel. Et ils ont demandé que ce soient des photos d’animaux de Churchill,” explique-t-il. Une demande sur mesure pour celui qui fréquente régulièrement la région. “Je vais à Churchill très souvent, donc j’ai beaucoup de photos que j’ai prises là-bas,” souligne le photographe.

Mayor encouraged after downtown housing unit approvals reach 15-year high

The city approved more than 1,000 new downtown housing units last year, marking a 15-year high, while work continues to help entice people to move to the area.

Building permits were issued for 1,040 new downtown dwelling units in 2025, nearly double the 596 issued in 2018 and greatly improved from the 141 granted during the post-pandemic slowdown in 2022, city data show.

Mayor Scott Gillingham said the permit data reflects renewed interest in developing downtown.

“Before the pandemic, Winnipeg’s downtown had a lot of momentum and now we really see that momentum is really strong again,” he said.

Bread Box bake shop brings tastes of Fort Garry Hotel to general public

Ida Albo is on a roll.

After opening a yoga studio and then a skincare clinic at 280 Fort St., the Winnipeg entrepreneur has added a bake shop to the building. The Bread Box had a soft opening on Wednesday and celebrated its grand opening on Thursday.

The menu features items served in the Fort Garry Hotel, located one kilometre south of the shop, where Albo is an owner and the managing partner. The menu includes the hotel’s organic sourdough bâtard and country loaf, made using a 13-year-old wild Manitoba grape starter.

Guests have booked stays at the hotel specifically to stock up on the bâtard (an oval or oblong loaf), Albo said, adding she’s excited to finally share the Fort Garry’s food beyond the hotel’s walls.

Airport land development expected to draw massive investment, create jobs in aerospace, aviation

Government and industry leaders are banking on a $32-million airport land development to cement Winnipeg as a national leader in economic growth and trade.

In a joint announcement Friday, the federal and provincial governments, alongside the Winnipeg Airports Authority and the City of Winnipeg, outlined a plan to develop 127 acres of land west of the airport into direct-access runways.

“You can think of this as beachfront property. This is very valuable for businesses in key sectors such as aerospace, aviation, trade enabling and logistics that need that direct proximity to air side operations,” said Nick Hays, the WAA’s president and CEO.

“It is very unusual to have an airport… with that scale of land right next to the runway that has not been developed. Today’s announcement is about putting in the investment that services that land to unlock that opportunity.”
